A condominium application that has deed-restricted housing will be in front of the McCall City Council this Thursday.
Fruitland-based Rywest Homes wants to build Black Bear Condominiums at 116 Thula St. in McCall. The condominium development would have 26 total units spread across two multi-story buildings. There would be seven studios, 10 one-bedrooms, and nine two-bedroom units. The units range from around 500 to almost 600 square feet.
Building A would have 15 market-rate units, 13 of which would be one-bedrooms and the remaining two would be two-bedroom units.
Building B would have four deed-restricted units geared toward workforce housing, which the developer will earn some incentives from the city for including. In addition, there will be no short-term rentals in Building B to “reduce parking demand”.
Each unit would have laundry hookups, either a patio or balcony, and a storage unit. Outside amenities include a community bbq area and bicycle racks.
The project calls for 39 parking spaces.

The McCall Planning and Zoning Commission approved the project during a hearing, but this will be Rywest’s third time in front of city council.
Council saw several issues with the condominium project, which Rywest has since made adjustments to, including dedicating building B to long-term housing and setting aside deed-restricted units. Rywest said it will also add an 8-foot pathway, 5,416 square feet of snow storage, not allow trailer parking, and only allow owner-occupants to have pets.
The project memorandum also said the applicant is willing to construct a bike path.
Rywest is looking for a planned unit development preliminary plan, and preliminary plat approval.
