Over 300 apartment units planned for Donnelly

A development with hundreds of multifamily units and a mix of single-family homes is planned for Donnelly. 

Roseberry Park, LLC wants to build Garnet Valley, a 324 multifamily unit and 10-single-family home development between Roseberry and Price roads. There would be nine apartment buildings, each housing 36 units.

The single-family homes that line the outside of the development on Timberline Drive range in size from 8,000 square feet to 10,133 square feet. 

The multifamily units have a variety of floor plans. There are 550 square foot studios, 760 square foot one-bedroom, one-bathroom units, 1,115 square foot two-bedroom, two-bathroom units, and 1,195 square foot two-bedroom, two-bathroom units. 

The large-scale project would cover over 38 acres of land. The applicant writes that this would “fulfill” rental needs in Valley County, 

“Valley County is a mountain community with a variety of natural amenities and recreational opportunities. It comes as no surprise that a large number of homes available are within a price range targeted to a demographic looking for secondary or vacation homes,” the application said. “Housing inventory is low and with the demand for homes increasing, the number of affordable options for residents is limited. Garnet Valley is proposed to fulfill that need by providing rental options with a variety of bedroom options.”

The application said that rent will “be determined by market conditions and construction costs,” however the developer is aiming at costs from $1,500 to $2,000 a month. 

The project has several amenities including a 7,500-square-foot clubhouse, two pickleball courts, a half-basketball court, and 20 acres of open space. 

The developer intends to build the project in two phases over the next couple of years. The first phase would include five multifamily buildings and the clubhouse the second phase would develop the final four multifamily buildings. The application writes that the 10 single-family homes would “likely” be built during the first phase. 

“The community will provide a variety of rental housing options to current and future, working and retired, residents of Valley County, which supports Housing and Community Design Goals,” the application said.”…The developer proposes to work with Valley County to provide a certain percentage of units available on a first-come, first-served basis to first responders, educators, municipal/county service workers at a discounted rate to be mutually agreed upon by developer and county…As the 2018 Comprehensive Plan notes, the major housing issues raised in Valley County has consistently been related to affordability.” 

If approved, the applicant anticipates construction starting in the spring of 2024 and home occupancy is expected by the fall of 2025.

The application for a PUD and CUP will be presented during the Valley County Planning and Zoning Commission on April 20.
