Plans to replace a McCall mobile home park with over 100 new rental units are one step closer to reality.
Developer Michael Hormaechea plans to build the apartment complex on Idaho Street and Ward Street — the former site of McCall Manor Mobile Home Park.
BoiseDev previously reported that last spring, residents at McCall Manor were given six months’ notice to move out of the park by November 30, 2023. Several tenants whom BoiseDev interviewed said they were struggling to find a new place to live — citing a lack of affordable and available housing in McCall.
Currently, all but one mobile home has been removed from the site.
Preliminary plans for the apartment were first filed last May and the McCall Planning and Zoning Commission approved them at the end of last year. McCall City Council gave the project the green light earlier this month after two continuations. This was first reported by the Star-News.
Project plans
The project calls for 125 apartments across four buildings on over four acres. The units would be one, two, and three-bedrooms.
During the McCall Planning and Zoning meeting last December, applicant Steve Millemann explained that of the 125, 31 would be deed-restricted for people working and living in the city, and 70 would be long-term rental units.
Through the Local Housing Incentive Program, Hormaechea could get about $10,000 per local housing unit.
For amenities, there are two barbeque shelters and a play area. There are a total of 185 parking spaces planned and 40 bike spots.
The applicant modified the plan to take away the vehicle access onto Ward and Washington and swapped it to emergency and pedestrian-only access. This makes Idaho Street the main point of access.
There has also been a sidewalk connection added from the apartments to Third St.
Hormaechea told the council he was working with the Payette Lakes Recreational Water and Sewer District to address issues surrounding requested system improvements.

The council unanimously voted in favor of the development.
“I think it meets our comprehensive plan, it meets our climate action plan. It’s high density in a good place that cuts down on the need for people that travel long distances to get to work in McCall. It looks like a really well-planned project,” Council Member Julie Thrower said.
