Red Ridge Village plans to be re-submitted with minimal changes

The Texas company proposing to build more than 1,000 homes near McCall expects to re-submit plans to Valley County this spring, according to a company representative. 

The plans for Red Ridge Village are expected to be largely the same as an initial submission to the county last fall, said Christine Richman of GSBS Consulting, a Salt Lake City firm hired by DF Development to manage the project. 

“There have not been changes to the concept,” Richman told Valley Lookout. 

Richman expects to re-submit conceptual plans for Red Ridge Village “in the upcoming weeks” and begin the application process for the first phase of development. That process would include public hearings before the Valley County Planning and Zoning Commission.

Richman was among representatives of DF Development who recently hosted two open house meetings on the Red Ridge proposal at the McCall Public Library. 

“The DF team is currently processing and evaluating the feedback we received during the two open houses,” she said. 

In December, the company withdrew its initial concept plan for Red Ridge Village amid a windfall of public comments critical of the proposal. 

It is unclear how, or if, public comments received by DF during the open house meetings will factor into the next concept plan to be submitted. 

Original plan

The concept plan initially submitted to Valley County for Red Ridge Village calls for 645 acres of development with 1,613 acres of undeveloped slopes and natural buffers. 

A village center would serve as the main hub of Red Ridge Village. Plans call for a farm-to-table restaurant, a boutique winery, an outdoor plaza, a community hall, retail space, an amphitheater with seating for 2,000 people, and about 20 miles of public trails. 

The village center would be surrounded by five neighborhoods that would connect 1,130 homes to West Mountain Road. A maintenance yard and public trails are also proposed. 

Development would be split into four phases that could begin as soon as 2026 and be complete by 2034, according to the application. 

Richman expects the first phase of development to include 170 housing units deed restricted for use only by local residents. 

Each phase of development would be subject to further P&Z review even if the concept plan is approved.

The proposal is part of 30,920 contiguous acres of DF land that stretches about 12 miles from west of McCall along West Mountain Road to U.S. 95 west of New Meadows near the Evergreen Forest Products sawmill. 

The company’s original concept also noted that roughly 4,000 additional homes could be built in Adams County, which contains 28,700 acres of the contiguous acreage.

Development of that land, however, would not occur until Red Ridge Village is substantially complete in 15 to 20 years, Richman said. 

The company expects to preserve about 70% of the Adams County land for private hunting and wildlife habitat. 

“Red Ridge Village is envisioned as the front door to more than 30,000 acres of pristine terrain in Valley and Adams counties,” according to the original application. “We are committed to preserving this unique area for the enjoyment and benefit of future generations.”
