Ice rink and 300+ homes planned for development near Donnelly

A large-scale single-family project could go up just south of Donnelly. 

Craig Groves’ Groves Family LLC hopes to earn approvals to build a single-family subdivision on 158.72 acres of land on the old MacGregor Townsite between Loomis Lane and Old State Road.

 “The community is envisioned as a mountain community for local residents, where a variety of natural amenities and recreational opportunities within the community are planned,” the application said.

The MacGregor Townsite would consist of 335 single-family homes for an overall density of about 2.1 units per acre. 

The application boasts significant amenities with over 38 acres of open space that include a park, commercial space, an outdoor ice rink in the winter, community ponds, and pathways. Eighty-plus parking spaces are planned for the open space area.

“Year-round recreational amenities of the community complement the outdoor recreational opportunities found throughout the rest of Valley County,” the application said. “Design elements found within the potential central open space/community area are the focal point of the community and will include recreational courts, commercial space, along with an outdoor ice skating rink in the winter. Large open spaces add to the more rural character of the community and enhance the opportunities for recreation.”

The project is proposed to be built in six phases over the next 15 years. The open space, including a park and some recreational facilities, is proposed as part of phase one along with fifty single-family homes.

The application said that “significant infrastructure” will be built to accommodate this large-scale project such as new roadways and water and sewer service. 

“Each subsequent phase of the development will be submitted for review and approval, as well as conformance with the PUD. Annexation into the Northlake Sewer and Water District is planned to occur simultaneously,” the application said.

By the end, the MacGregor Townsite would have three points of access —one that is connected to Loomis Lane on the north, and the other two will come off of Old State Road. 

If the project looks good to county officials, phase one will be underway in the spring. 

The MacGregor Townsite’s planned use development application is scheduled to appear in front of the Valley County Planning and Zoning Commission on January 11.

Craig Groves is also behind another large project in the Donnelly area called Mountain Meadows that BoiseDev reported on back in 2022. The project near Everett Lane and Wallace Lane would have single-family homes, apartments, townhomes, and an RV park.
